Morley Avenue Pavement, Water Main, and HCS Improvements

NOTICE OF CALL FOR SEALED BIDS
Notice is hereby given that sealed bids will be received for the City of Nogales Morley Avenue Pavement, Water Main, and HCS Improvements, until 3:00 p.m. on the 1st day of March, 2011, at the City Hall of the City of Nogales, 777. N. Grand Ave, Nogales, Arizona 85621. Bids will be opened publicly. Sealed bids received after the specified time and date, will be returned unopened and will not be considered. The work includes, but is not limited to roadway demolition, 6,800 feet of roadway reconstruction and miscellaneous paving, sidewalk and curb demolition and replacement, 5,300 feet of new 12-inch restrained ductile iron water main, associated meter renewals, water main tie-overs, temporary potable water bypassing/highline and temporary service connections, house connection sewer (HCS) lateral replacement, manhole abandonment, stormwater pollution prevention plan (SWPPP), traffic control, surveying, and geotechnical certification.
Bid documents, including Plans and Specifications but excluding standard specifications and details, may be obtained from the City of Nogales Public Works Department, 1450 N. Hohokam, Nogales, Arizona 85621, (520) 285-5753, starting January 25, 2011. Potential bidders may contact the City prior to this date to be placed on the bidders list. There will be no charge for the first set of bid documents. Additional sets may be purchased for a non-refundable fee of $25. A MANDATORY pre-bid conference will be held February 3, 2011 at Public Works Department at 1450. N. Hohokam, Nogales Arizona, 85621 at 10 a.m. The City reserves the right to reject bids from bidders not in attendance at the pre-bid conference.Contractors intending to bid on the project shall attend the MANDATORY pre-bid conference.
No bid will be accepted unless it is made on the Bidder's Proposal Forms furnished by the City. Each bid must be accompanied by cashier's check, certified check, or Bidder's Bond payable to the City of Nogales in an amount equal to at least ten percent (10%) of the total amount of the bid.
All bids are to be compared on the basis of the Engineer's estimate of quantities of work to be done. The City reserves the right to reject any and all bids or any part thereof, or to accept any bids or any part thereof, or to waive any irregularity, informality, or technicality in any bid, or to withhold the award to the extent permitted by law. The City further reserves the right to seek new bids if, in the judgment of the City, the best interest of the City will be promoted thereby. The Bidder may not withdraw his/her bid prior to execution of the contract by the successful bidder. In accordance with the provisions of Chapter 10, Title 32, entitled "Professions and Occupations" of the Arizona Revised Statutes, no bid will be accepted from a bidder who is not fully and properly licensed as a contractor for the work to be done by him/her.
Failure to execute the Contract Agreement and/or submit the required Performance Bond, Payment Bond, or Insurance Certificates to the City within ten (10) calendar days after the date of the award of the Contract may be just cause for the annulment of the award and forfeiture of the proposal guarantee. The successful bidder must obtain the proper license from the City of Nogales. The successful bidder shall cause the Performance Bond to remain in full force and effect through the warranty and guarantee period. No work shall be started until the Contractor has obtained all necessary permits related to this Project. The Contractor shall obtain and pay for all permits and fees and give all notices incidental to the due and lawful prosecution of the work and to the preservation of the public health and safety.
